Corruption thrives in every corner of society, including in prison settings. Despite the training and professionalism instilled in staff, corruption continues to plague the correctional system. The reason behind this lies in the systemic issues that persist despite investigative efforts and training programs.

Training vs. Corruption: An In-depth Look at the Realities of Prisons

Department of Corrections (ldquo;DOCrdquo;) staff undergo extensive training to become proficient in their roles. However, the absence of third-party investigations and a lack of accountability often allows corruption to flourish. Unlike other professions regulated by external bodies, DOC departments operate with minimal oversight from independent agencies. This gap in oversight creates a fertile ground for misconduct.

The Prison Rape Elimination Act (PREA), designed to reduce sexual violence in prisons, is audited but rarely results in lasting changes. In Washington State, for example, an ombudsman investigates claims of staff misconduct and suggests improvements, but these recommendations often go unimplemented. A notable case involved prison mattresses. Previous mattresses meant for animals and only meant to last a few months were used for years. It was not until after the ombudsman's intervention that these conditions were finally improved before the author's release in July 2022.

The Fraternal/Sororital Code: An Organizational Culture of Cover-up

Correctional staff operate under a code of brotherhood/sisterhood where colleagues cover for each other, regardless of ethical considerations. This practice is not unique to prisons; it is mirrored in police departments and other criminal organizations. The ldquo;we cover each otherrdquo; mentality fosters a culture of impunity, making it difficult to root out corrupt practices.

The Motivations Behind Misconduct: Money and Drugs

Prisons are lucrative environments due to the high value of the drug trade. Correctional officers often bring drugs into the facility for personal financial gain. This illicit trade is so substantial that it is mind-boggling in its scale. Guard turn-a-los, those who engage in these activities, often focus on drug-related violence. They might contract hit men to eliminate competition or ensure drug debts are collected. One instance involved a guard who paid someone to burn a child molester out of his cell, even though the molester was not actually in the cell.

A Broader Context: Corruption in American Institutions

The Department of Corrections is just one of many American institutions plagued by corruption. The criminal justice system as a whole is riddled with systemic issues that lead to corruption. Many of these problems stem from craven motives, such as financial gain. The easiest way to avoid prison is to stay out of it, as the experience is universally negative.

Improving conditions in prisons requires a comprehensive approach, addressing both the organizational culture and the systemic issues that enable corruption. Training and oversight must be paired with stringent enforcement and independent investigations to create a safer and more just environment for all inmates and staff.
